A masterplan for the transformation of the historic Kolla Cultural Factory and surrounding waterfront territory in Limassol, Cyprus, into a mixed-use urban district — integrating the new Exness global headquarters with residential, cultural, retail, and public programs organized around the P.A.R.C. framework: Place for Innovation, Arts and Culture, Research and Resilience, Community and Connectivity.

Kolla PARC is a masterplan for the transformation of the historic Kolla Cultural Factory and its surrounding territory along the Limassol waterfront into a mixed-use urban district. The site — anchored by the former Coca-Cola bottling factory, shut down in the 1960s and subsequently acquired by Exness as a cultural venue — extends south toward the Mediterranean coastline, encompassing the area between the existing Kolla Factory of Culture and the Carob Warehouse contemporary art center.

P.A.R.C.

The masterplan is organized around a four-part framework:

P — Place for Innovation. A physical and conceptual hub designed to foster creativity, collaboration, and technological advancement, catalyzed by the new Exness global headquarters at the center of the district.

A — Arts and Culture. A commitment to integrating heritage and contemporary culture, with the restored Kolla Factory and the Carob Art Center as anchors within a broader network of cultural spaces, galleries, and performance venues.

R — Research and Resilience. Supporting research-driven industries while ensuring environmental sustainability through resilient urban design, green building standards, and climate-responsive infrastructure.

C — Community and Connectivity. Creating spaces that connect people, ideas, and environments — emphasizing inclusivity and seamless integration within Limassol and the broader Mediterranean context.

Catalyst

The Exness headquarters functions as the initial catalyst for the Kolla PARC development. Its integration of state-of-the-art workplaces within the masterplan establishes the conditions for subsequent phases: residential neighborhoods, leisure facilities, retail environments, and cultural attractions organized as a walkable, green, and inclusive district along Limassol’s waterfront.

Urban Framework

The masterplan is structured around a network of pedestrian pathways that connect the district’s program elements — towers, cultural buildings, public plazas, and the waterfront promenade — within a 5-to-15-minute walking radius. This framework aligns with Limassol’s 2024–2034 city plan, which prioritizes green spaces, mobility, and cultural renewal. The repurposed Coca-Cola factory serves as the cultural anchor, blending the site’s industrial heritage with the innovation-driven identity of the new district.

Architecture

The architectural language of the masterplan is defined by clusters of interlocking tower volumes — a vertical urbanism that concentrates density while preserving generous ground-level public space. Cantilevered upper volumes create covered plazas and colonnaded walkways at street level, while the towers’ transparent ground floors and pilotis activate the public realm. A series of landscaped terraces, stepped platforms, and green corridors mediate between the built environment and the Mediterranean coastline.
